THIRD CONGRESSIONAL DISTRICT


    This district is your typical centrist maverick House seat.  It gave totals of 25% and 12% to third-party/independent presidential candidates in 92 and 96 respectively.  Scott McInnis, the current incumbent, is a fairly typical unoriginal Republican hack.  There is no question that we should oppose him.  Our recommendation is that we run a flag-planting campaign here with our own candidate.  Our goal should be to win no less than 16%, enough to hold the incumbent to 50%, assuming his support holds constant from 98 to 00.
 

FIFTH CONGRESSIONAL DISTRICT


    This district is represented by Joel Hefley, Republican.  He is your typical right-wing Republican, of little use to ARP.  Moreover in this district Perot received 22% of the vote in 92, though third-party/independent presidential voting leveled off somewhat in 96, down to 8%.  However the overriding factor in this district is the fact that we have our first Republicat candidate who has actively sought our endorsement.  He is Democrat Chester Gillings, who is seeking the Democratic nomination here.  We should wholeheartedly endorse his effort.  Gillings not only is sympathetic with our platform but has actively assisted us in in issues formulation and strategy development.  He could very well become one of our most valuable allies in the coming years.
